The silliness (and illness!) of policy silos in South Africa

You may have thought these two realms, which share the character of being "broad" - and more importantly, will share a digital character sooner rather than later, were a natural for convergent treatment.
Message to Icasa: stay out the way of Internet broadcasting
Submitted by Guy Berger on Fri, 03/26/2010 - 14:16.Our regulatory body, the Independent Communications Authority of South Africa, is muddling over whether to start regulating areas of video on the Internet - what it confusingly calls the activities of IPTV and Video on Demand. The intention is evident in a Discussion Document published by the Authority.
